Dear <REPRESENTATIVE>
I am writing to express my concern over H.R. 3141 and oppose this anti-personal
watercraft (PWC) legislation.
H.R. 3141 is discriminatory nature, specifying one form of recreational boating
over others, and does not properly address environmental issues. It unfairly
singles out PWC without addressing other motorized forms of recreation along
our coastline. The language in the bill is vague, leaving the actual impact
of the regulations to the discretion of others. Additionally, the bill will
present a risk to boaters by forcing personal watercraft to operate at an idle
speed where other boats are not similarly restricted. This will create a hazardous
condition between idling vessels and high-speed boat traffic.
As a compromise, and with consideration for our environment, I would accept
something along the lines of keeping ALL motorized vessels at no wake speed
in shallow areas, less than 2 feet in depth, etc. This seems less discriminatory,
is easy to understand, and easier to enforce.
I am very concerned that the regulation of recreational boating is expanding
beyond the state level and targeting personal watercraft specifically. I would
hope that the law treats all recreational boaters equally and fairly and does
not target any specific group without substantiated evidence that the group
in question presents some impact that all other groups do not.
At the very least, I ask you to remove the language in the Bill targeting personal
watercraft in specific and treat all recreational motorized watercraft equally
and fairly.
